How to keep bad drivers off the road

Firstly, in the US, -anyone- can get a driver's license, whether they can drive or not. The system is overcrowded and most of the DMV employees are incompetent. Secondly, there are no real methods to keep drivers who have no business being behind the wheel of a deadly weapon off of the road.

Here is my idea:

Everyone who is issued a driver's license is required to get a microchip implant. The microchip will contain your driver's license and auto insurance info. You will be required to go to a DMV station once every six months to update/validate the microchip.

Cars will be equipped with a device to read the information from the microchip. If the information is not valid or is out-of-date, the car will not start and the would be driver will be administered a mild electric shock. Then, in order to start the car, the driver will be required to stick their index finger into another device. This device will take their fingerprint and verify that the person is the same one with the microchip. Then it will take a drop of blood and analyze the alcohol content. If they are over the legal limit, the car will not start and they will be administered a more severe electric shock. Finally, the car will be equipped with a camera which will focus on the driver. If the driver tries to use a cell phone at any time while the car is in motion, the car will go into neutral and the driver will be forced to pull over.

Any attempts to tamper with any of the devices would prevent the car from starting and notify the authorities.
